Project Planning & Delivery

As an In-Country Delivery Manager in Ukraine, you will lead and manage project planning and execution for secured contracts. This involves ensuring adherence to time, cost, and quality parameters, as well as providing structure and forecasting against these parameters. You will develop pre-contract solutions development and foster strong cross-functional collaboration across UK and wider STARK business lines to achieve project objectives.

A critical example of this is the delivery of a critical autonomous system to a NATO Ally in Eastern Europe. Your team worked closely with suppliers, internal stakeholders, and partner forces to ensure seamless execution, despite the complexities of the local context and operational environment. Through effective communication, collaboration, and problem-solving, you managed project progress and implemented necessary adjustments to meet contractual deliverables.

Liaison & Stakeholder Management

As a key stakeholder management expert, you will serve as the primary liaison between partner forces, suppliers, and internal stakeholders across the STARK group in Ukraine. This involves facilitating effective communication and collaboration to align project goals with client and partner needs.

A notable example of this is your work on a joint project with a Ukrainian defense ministry. You built strong relationships with key stakeholders, including politicians, military officials, and industry partners, to ensure cooperation and project success. Through trust-building and relationship management, you facilitated the development of Concepts of Operations (CONOPs) and technical feasibility assessments, ultimately shaping tailored solutions for the client’s specific challenges.

Logistics & Operational Security

In this role, you will provide planning and control over logistics and in-country support to delivery projects and internal T&E activities. This involves implementing and adhering to Operational Security Policy and processes, ensuring that all operations are conducted with the highest level of security and integrity.

Your experience working with Ukrainian defense forces on a sensitive project showcases your expertise in logistical planning and operational security measures, including secure communication protocols and contingency planning. You ensured the successful delivery of the autonomous system through attention to detail and a commitment to professionalism and discretion.

Customer Advisory & Relationship Management

As a trusted adviser to customers, you will gain insights into their challenges and shape tailored solutions to meet their needs. This involves providing guidance on Concepts of Operations (CONOPs) and technical feasibility assessments, as well as building and sustaining long-term relationships with customers to enhance satisfaction and business growth.

Your work with a major defense contractor in the United States highlights your ability to provide expert advice on CONOPs and technical feasibility assessments, helping clients navigate complex decision-making processes. Through relationship management skills and a deep understanding of customer needs, you fostered strong partnerships that drove business growth and satisfied customer requirements.

Qualifications

To be successful in this role, candidates must demonstrate a range of qualifications and experiences, including:

  • Demonstrated experience working and operating within Ukraine, with an understanding of the local context and operational environment.
  • Proven experience in project management and delivery within complex, multinational environments.
  • Strong stakeholder and relationship management skills, particularly in cross-cultural settings.
  • Excellent communication, negotiation, and problem-solving abilities.
  • Language skills in Ukrainian and Russian are advantageous.

Travel Requirement

Due to the sensitive nature of the work, this role requires a UK security clearance at SC minimum, with the ability to obtain DV clearance if required. Additionally, candidates must be willing and able to travel frequently to Ukraine to effectively manage in-country operations and stakeholder relationships.
