South Korea and NVIDIA have announced their collaboration on building sovereign AI infrastructure across the country. The partnership aims to create a cutting-edge AI ecosystem that will support various industries, including automotive, manufacturing, telecommunications, and more.
The initiative is centered around the concept of sovereign AI, which involves the development and deployment of AI technologies within a nation’s borders. This approach enables countries to maintain control over their data, intellectual property, and technological advancements, while also fostering innovation and economic growth.
According to Jensen Huang, founder and CEO of NVIDIA, “Korea’s leadership in technology and manufacturing positions it at the heart of the AI industrial revolution – where accelerated computing infrastructure becomes as vital as power grids and broadband.” He added that just as Korea’s physical factories have inspired the world with sophisticated ships, cars, chips, and electronics, the nation can now produce intelligence as a new export that will drive global transformation.
The South Korean government has set ambitious goals for its AI development program, with plans to deploy hundreds of thousands of NVIDIA GPUs across sovereign clouds and AI factories. The first phase of the project includes 13,000 NVIDIA Blackwell and other GPUs through providers such as NAVER Cloud, NHN Cloud, and Kakao. The expansion also includes efforts to build a National AI Computing Center, which will serve as a hub for researchers, startups, and businesses to access cutting-edge AI infrastructure.
To support its sovereign AI strategy, Samsung Electronics has partnered with NVIDIA to develop an AI factory that connects chip manufacturing with accelerated computing. The system will run over 50,000 NVIDIA GPUs and support data-driven production methods, including predictive maintenance and process improvements across chip fabs. This collaboration aims to accelerate innovation in the semiconductor industry and position South Korea as a leader in AI-powered manufacturing.
SK Group is also expanding its AI capacity by building an AI factory that will include more than 50,000 NVIDIA GPUs. The facility is expected to be completed by late 2027 and will support SK subsidiaries and outside clients through GPU-as-a-service offerings aligned with South Korea’s sovereign AI strategy. NVIDIA and SK are also working together on next-generation high-bandwidth memory for GPUs.
The government plans to provide up to 50,000 new NVIDIA GPUs to support sovereign AI programs for businesses and research groups. Startups, researchers, and other organizations will be able to use this sovereign infrastructure to train models and build new applications.
NVIDIA is also collaborating with major Korean companies on various AI-related projects. For instance, SK Telecom plans to build an industrial AI cloud using NVIDIA RTX PRO 6000 Blackwell Server Edition GPUs, while Hyundai Motor Group is expanding its partnership with NVIDIA to support autonomous driving, factory automation, and robotics.
The growth of sovereign AI models in South Korea is expected to be significant, with companies like NAVER Cloud, LG AI Research, and SK Telecom leading the way. These organizations are developing industry-targeted models for areas such as shipbuilding and public safety, which will help drive innovation and economic growth across various sectors.
In addition to its focus on sovereign AI, NVIDIA is also exploring opportunities in quantum computing and scientific research. The company has partnered with KISTI to use NVIDIA accelerated computing in its sixth national supercomputer, HANGANG. This collaboration aims to support NVQLink, an open architecture for connecting quantum processors with GPU clusters, and develop scientific foundation models using NVIDIA PhysicsNeMo.
