A sudden freeze on federal assistance has sent shockwaves across the nation, casting a pall of uncertainty over vital programs that safeguard Americans’ well-being and protect the environment. The order, issued by the Office of Management and Budget in a memo from President Donald Trump, has left experts and officials scrambling to understand its far-reaching implications.
