Aviation Expert Liz Forro Joins Commercial Drone Alliance As New Policy Director

The Commercial Drone Alliance (CDA), a non-profit organization dedicated to advancing the commercial uncrewed aircraft systems (UAS) industry, has announced the appointment of Liz Forro as its new Policy Director. With over a decade of experience in aviation policy and regulation, Forro is well-positioned to support policies that enable the safe and scalable use of commercial drones.

Forro’s extensive background at the Federal Aviation Administration (FAA), including her work in the UAS Integration Office and the Office of Rulemaking, has equipped her with a deep understanding of regulatory issues and strategic guidance on drone integration. Her experience extends to Capitol Hill, where she served as an aviation subject matter expert to the U.S. House of Representatives Transportation and Infrastructure Committee, helping draft and negotiate key legislation such as the FAA Reauthorization Act of 2024.

The CDA’s Executive Director, Lisa Ellman, expressed enthusiasm for Forro’s appointment, citing the critical need for policy advancements that support safe drone integration into U.S. airspace. “As we continue to navigate the complexities of commercial drone regulation, it’s essential that we have a strong advocate at the helm,” Ellman said.

One of the key challenges facing the CDA is addressing regulatory barriers that hinder the growth of the commercial drone industry. Issues such as BVLOS flight, Remote ID, and drone delivery have dominated recent legislative discussions. Proposed bans on Chinese-manufactured drone technology have also been a point of contention, with proponents arguing that they will boost the U.S.-based drone industry and foster innovation.

However, opponents caution that limiting Chinese-made drones may restrict the industry’s growth, as there are currently few U.S. alternatives in the lower price ranges below $2,000. The CDA has maintained neutrality on the issue, focusing instead on ensuring that any legislation provides sufficient time for users to adapt and safeguard their businesses.

Forro emphasized the importance of collaboration in overcoming these challenges. “I’m thrilled to be joining the Commercial Drone Alliance and supporting its critical work in advancing policies that continue to grow the commercial drone industry and provide the societal benefits Americans deserve,” she said.

By establishing clear policy frameworks, Forro believes that the industry can move towards a safer, more secure, and efficient airspace.
