Hanwha Ocean Advances Korea-U.S. Shipbuilding Cooperation Through Naval Vessel Development and Broader Industry Collaboration

In a significant move to strengthen shipbuilding collaboration between Korea and the United States, Hanwha Ocean has signed agreements and Memoranda of Understanding (MOUs) with U.S. partners covering naval vessel design, workforce development, and supply chain cooperation.

Hanwha Ocean’s commitment to advancing this partnership is crucial in revitalizing the U.S. shipbuilding industry and supporting the growth of Korea’s shipbuilding sector.1

At the opening ceremony of the newly established Korea-U.S. Shipbuilding Partnership Center in Washington, D.C., Hanwha Ocean signed a Professional Services Agreement for the design of the Global Fast Sealift (GFS) with Leidos, a leading U.S.-based defense contractor.

This agreement marks an important milestone in the partnership between Hanwha Ocean and Leidos, which was first announced in April under a MOU covering next-generation naval ship design, workforce development, and global defense market opportunities.2 The GFS is designed to support commercial shipping during peacetime while providing rapid military sealift during wartime.

As a dual-use platform, it offers a solution capable of meeting diverse requirements across the U.S. and global naval vessel markets.3 By combining Hanwha Ocean’s naval shipbuilding capabilities with Leidos’ ship design and engineering expertise, the companies aim to deliver a reliable and proven platform that meets the needs of both commercial and military customers.

Gibbs & Cox, a wholly owned subsidiary of Leidos, has designed more than 70% of U.S. Navy surface combatants since World War II.4 The company’s extensive experience in ship design and engineering will be invaluable in the development of the GFS, ensuring that it meets the highest standards of quality and performance.

Under the Professional Services Agreement, Hanwha Ocean and Leidos will collaborate on the joint design of the GFS, pursue collaborative technology development, and establish a framework to ensure design quality throughout the design process.5

This partnership will not only enhance the capabilities of both companies but also contribute to the growth of the U.S. shipbuilding industry.

In addition to the Professional Services Agreement, Hanwha Ocean signed an MOU for Shipbuilding Technology Training & Development Cooperation with HPSI and DCCC.

6 This partnership aims to address workforce needs across the U.S. shipbuilding industry through workforce development efforts, including instructor training programs and other initiatives to cultivate highly skilled shipbuilding professionals.

DCCC, located in eastern Pennsylvania, is an accredited, public, two-year college that provides high-quality education, workforce development, and technical training.7 The college serves as the Related Technical Instruction (RTI) provider for HPSI’s four U.S. Department of Labor Registered Apprenticeship programs, delivering the technical education that complements on-the-job training and supports the development of the shipyard’s highly skilled workforce.

By collaborating with DCCC, Hanwha Ocean aims to develop a robust pipeline of skilled shipbuilding professionals who can support the expansion of HPSI’s production capabilities.9

Furthermore, Hanwha Ocean signed an MOU for Supply Chain Cooperation with HPSI, the Greater Philadelphia Chamber of Commerce, and the Greater Philadelphia Growth Partnership.

10 This agreement will work together to identify local suppliers and promote collaboration across the regional industrial ecosystem, supporting the development of a stronger U.S. shipbuilding supply chain.

11 The MOU for Supply Chain Cooperation is crucial in promoting local economic growth and supporting the expansion of HPSI’s production capabilities.

By identifying and collaborating with local suppliers, Hanwha Ocean can help support the growth of small and medium-sized enterprises (SMEs) within the region, contributing to the overall prosperity of the community.12

“Hanwha Ocean is fully prepared to contribute to the revitalization of the U.S. shipbuilding industry and the continued advancement of Korea’s shipbuilding sector,” said Insub Jung, President and Head of Management Support Office at Hanwha Ocean.

13 “Building on our local production footprint, we will expand cooperation in areas most critical to the U.S. and serve as a key driver of the MASGA Project.”

The MASGA Project is a joint initiative between Korea and the United States aimed at revitalizing the U.S. shipbuilding industry through collaboration and investment.

14 The project seeks to promote the growth of local shipyards, support the development of skilled workforce, and enhance supply chain cooperation.
