The Future of Bomber Technology: GAO Warns B-52 Modernization is Falling Behind
The U.S. Air Force’s plan to upgrade the aging B-52 Stratofortress bomber with new engines and systems has hit a snag, with government auditors warning that the project is on track to cost overruns and schedule delays.
The Commercial Engine Replacement Program (CERP), which aims to modernize the B-52’s propulsion systems before completing critical flight tests, is projected to cost more than $15.4 billion – about 74% of the modernization effort’s total cost. However, costs have risen by over 38% since 2018, and the program has already faced significant delays.
Developmental flight testing is now expected to start in early fiscal 2029, four years later than originally projected, and initial operational capability (IOC) is not anticipated until 2033, five years behind schedule. The Air Force anticipates that the B-52 will remain as the USAF’s stand-off bomber, complementing the stealthy B-21 penetrating bomber.
The GAO report notes that concurrent developmental testing and production could mean installing new engines on the B-52 and then having to modify those installs once testing is complete. This could set back the upgrade even further behind schedule, raising costs and increasing the risk of cost overruns.
The Air Force has 75 B-52s, which average about 65 years old, and the newest entered service in 1962. However, those airframes are young in comparison to the wear and tear on their components, and the Air Force anticipates they will make up an enduring part of the bomber force for decades to come.
The GAO report also highlights the challenges facing the B-52’s readiness, with its mission-capable rate dropping below 54% in 2024. From fiscal 2011 to 2021, the B-52 only met readiness goals four times. The Air Force’s modernization project aims to extend the life of the bomber into the 2050s and encompasses 13 upgrades, including engines, communications, software, weapons systems, and its radar.
The Commercial Engine Replacement Program is projected to cost more than $15.4 billion – about 74% of the modernization effort’s total cost. Those costs have risen by over 38% since 2018, and the program has already faced significant delays. The Air Force has begun an affordability study, but as of March 2026, it was not completed.
The GAO report notes that Air Force officials understand the risks of concurrent testing and development, but chose to accept the risk rather than further delay the program. Service officials told auditors they aim to mitigate risk with multiple decision points on the way to production, instead of one single production decision. However, this approach could lead to installing new engines on the B-52 and then having to modify those installs once testing is complete.
The Radar Modernization Program also faces significant challenges, with a projected cost of about $2.9 billion – representing a more than 30% cost growth. This led to a significant Nunn-McCurdy breach in May 2025. Program officials attributed the cost growth to significant design changes, contractor performance issues, and increased installation complexity.
The planned start of production for the new AN/APQ-188 radar has also been delayed more than two years, to the third quarter of fiscal 2026, and its initial operational capability is now expected to start in the third quarter of fiscal 2030, about three and a half years behind schedule. The B-52 program office also scaled back five of the new radar’s original performance requirements to keep future cost increases down.
The GAO report concludes that while cost saving and schedule control measures are prudent, in this case, the Air Force will receive less capability while paying more for the program. Auditors recommended that the Air Force delay its production decision on CERP until an analysis on cost growth and schedule delays is complete.
In response to the GAO report, the Air Force agreed that an analysis is valuable but disagreed about delaying the production decision. With that decision still over two years away, the Air Force should have enough time to complete the study.
The B-52’s future is uncertain, but one thing is clear: the Air Force must prioritize its modernization efforts to ensure that the bomber remains relevant in an increasingly complex security environment. The GAO report serves as a wake-up call for the Air Force to re-examine its priorities and consider alternative approaches to the CERP program.
In the meantime, the B-52 will continue to play a vital role in the USAF’s bomber force, complementing the stealthy B-21 penetrating bomber. However, with costs rising and delays mounting, it is essential that the Air Force takes a closer look at its modernization efforts and prioritizes its spending on projects that will ensure the long-term viability of its aircraft.
As the Air Force looks to the future, it must also consider the benefits and challenges of digital engineering in modernization programs. By adopting digital engineering techniques, the Air Force can improve its ability to design, test, and produce complex systems like the B-52’s propulsion systems and radar systems.
The success of the B-52’s modernization effort will depend on the Air Force’s ability to strike a balance between cost savings and capability enhancements. As the Air Force moves forward, it must prioritize its spending on projects that will ensure the long-term viability of its aircraft.
